For the pack on your screen it shows the measured cash-back per dollar from real recorded pulls, the size of the sample behind that number, where the number comes from, its price band, and which cards are in the pool right now. When the sample is too small to trust, it says so instead of guessing. Every figure is the same one published on rip-index.com; nothing is taken from a site's own marketing.
