Windows Theme Creator

This app use to work amazingly, but now it is no longer compatible with Chrome. It doesn't look like the creators are going to update it anytime soon either.

very simple and nice app

There is not a way to set window colours, tab colours, or change text options. You just set a picture for the background, everything else is changed to white.
