Still works on Wikipedia - you just have to log in, go to [preferences > appearance] and change the theme to [Vector legacy (2010)] - which was the CSS this extension was written to modify.

Doesn't seem to work on Wikipedia these days - only changes the areas directly behind text. Too bad, it looked awesome!

Oh man, if you had coded this to support the Timeless skin too, I would've given you fifteen stars and a lot more than a cup of coffee. Really solid adaptation of the Solarized palette for the Vector skin, but I just can't work with that skin as someone who does a lot of editing on English Wikipedia.
