Chrome hides the extensions toolbar while a video is fullscreen, so the popup cannot be opened there — that is a browser restriction, not something an extension can work around. Set the volume, press the button, then go fullscreen: processing keeps running the whole time. • You turn it on per tab: open the tab, set the sliders, press the button.
