The small parrot perched here is a Budgerigar (Melopsittacus undulatus), specifically displaying the typical wild-type coloration. Its plumage is a striking combination of a brilliant yellow head and face, set off by a series of small, dark blue throat spots and bright blue feathering on the cere area (indicating a male).
