Today it worked for me. You may have to click the big button at the bottom right of the screen. By default, the dashboard shows the people I'm following, but when I switched to groups I have joined it gave them kudos too. Minutes later I got two new followers. If they follow up with giving me kudos, I'll follow them back. Kudos in Strava are motivating. The more you give, the more you get.
