No subscription required. If you want some quick and easy overlayed annotation on a webpage - this tool will let you do it. However, it is not even remotely sophisticated and you cannot go back and edit any changes you made. Version 1.11 is out, with improvements: screenshot on icon click, Crop auto-apply, Ctrl+Z. Check it out, I hope it's still great.

I really wanted to love this, but it only works with the mouse. It does not recognize a stylus on my Chromebook touch screen so the quality of your writing and drawings are very limited.
