SPFx Debug URL Appender

Overview

Appends SPFx debug parameters to the current page URL. Supports versions of spfx under 1.22

For SPFX developers - switch the current page to debug mode (if you are already running gulp serve). Version 2.1 now supporting detecting spfx version and adjusting the URL accordingly.
