Can you replace this with the built-in pdf viewer in Chrome?

Failing to recognize PDF
I am having a hang up though. If I "Print" an order from an product eCommerce site, I can't edit the pdf, I suspect because it doesn't recognize the page has a pdf on it and that's because the page isn't actually showing me a pdf, it's showing me the image of a pdf that their site is configuring for me to view it.
Does this seem correct Benjamin? - And if so, do you have an potential fixes?
