Adds Seattle Humane DBS specific functionality on top of the PetPoint frontend.

This extension allows Seattle Humane staff to view and annotate pet records directly within the PetPoint interface. It enhances workflow by storing case notes locally in the browser and automatically displaying relevant information when navigating between pet profiles.
