Save Webpage As PDF

When I click on the icon nothing happens - how do I make it work?

When I click on the icon nothing happens the icon briefly changes from the "PDF" logo to "three dots" then back to the "PDF" logo - no other UI events occur - no dialogs, etc. Nothing appears in my "~/Downloads" or "~/Documents" directory either.
