Open source (MIT). ABOUT THE "ADD AS PDF" FEATURE PDF capture uses Chrome's debugger API to print the page you chose. While capturing, Chrome shows a standard notice that the extension started debugging — this is expected, applies only for the moment of capture, and the extension only uses the page-to-PDF command, nothing else.
