Chrome app and web app don't work

Scroll bar does not scrub across the number line in Chrome, Chrome app, Firefox.
It does in iOS app, and web app in Edge and IE.

toggle

I can't get the toggle at the top of the page to slide. When I enlarge the screen I can no longer see the beginning of the number line and can't slide back to zero. Is there any way to fix this?
