StarTech.com serial control software question

I have a NETRS232 that I control via the StarTech.com app on a cell phone connected via the LAN. Is it possible to run this on a laptop and use "hotkeys" to activate the buttons instead of a mouse/cursor? I have in mind doing the activation via a footswitch that uses a USB keyboard chip to send a hotkey to the laptop which in turn activates a button on the Startech.com app.
