Adds Monte Carlo forecast lines (P50/P85) to GitHub Projects Insights charts

Item introduction MonteChart for GitHub Projects adds Monte Carlo forecast overlays to GitHub Projects Insights burn-up charts. It identifies the Done/Completed series, uses historical chart data to run 2,000 simulations, and displays P50 and P85 forecast lines with estimated dates. It also updates the overlay when the chart is redrawn, resized, or reloaded through GitHub SPA navigation.
