Give the Chromium Issue Tracker the old Monorail favicon.

The favicon for the new Chromium Issue Tracker is the same as chromium.org. This makes it hard to see at a glance which of your tabs are open to Chromium bugs. The old Monorail icon was unique and easy to see, so install this extension to get it back!
