Constructs debate cites from meta tags or page info and copies to clipboard.

This is my updating of the extension Cite Creator. I have updated the code base from deprecated code to modern code since the extension was last released in 2016. It should now be written in a way that it is usable in any modern browser. Tested in Chrome 116. Special thanks to Aaron Hardy over at Paperless Debate for the original chrome extension.
