Those values exist only in the page's own context and cannot be reached any other way. The script sends nothing anywhere. • "cookies" (optional) — requested only when you click "Grant cookie access". Used to read, create, edit and delete cookies at your request. • Site access (optional) — requested together with the cookies permission. The chrome.cookies API does not support per-site scoping, so listing cookies reliably requires access to all sites. This is a Chrome limitation, not a design choice. You can also grant access to just the current site, and revoke either at any time in chrome://extensions. Because the extension makes zero network requests, nothing it reads can leave your machine.
