Issue when installing this extension to MS Edge Chromium in VDI environment

When installing this extension, I got an error on Edge Chromium browser. "Your organization blocks VMware Horizon URL Content Redirection Helper (extension ID: lfidjngibpklhhijphdmbmedchiiolgk)" I had GPO "Allow specific extensions to be installed" enabled and set to *. I can install other extensions like the "VMware Horizon Browser Redirection" and "VMware Horizon HTML5 Redirection Extension" from Google webstore onto the same Chromium with no issue. Any idea how to fix it?

Chrome URL contents redirection seems not working

I am testing agent to client url redirection.
Because it is off-line environment I had to install the extension with crx file I exported from a PC.

This is how Installed this extension with chrome.
Install Horizon agent 7.4 with URL contents redirection feature enabled.
Publish a chrome as a RDSH app.
I configured group policy in local registry (at this stage I am not able to configure GPO yet) by manually adding keys.
IE correctly redirected urls that was configured to be.
Launch the chrome app and open chrome://extensions
enable developer mode
run "load uncompressed extension program"
select unzipped crx file folder, I copyed pem file that was created with crx file in it.
I found the extension was on.
I typed url that was supposed to be redirected to clinet PC but the url was opened with RDSH app chrome.
I do not know how to trouble shot this.
