Theme not applying

Hello, I tried another theme but when I went to reapply the theme "City and Bridge in the Fog", it says it installed successfully but it really didn't. The old theme is still present and no matter what I've tried, I can't get it to work. Any suggestions on how to fix this? Thanks!

Shift Change

I am working with Google-Microsoft; Windows formation and Position. I will look at this theme and base all sales through a store front. I am using Demographics for Rockport, Texas.
