Very simple, but it works with latest Chrome (78 at the time writing this). To change the default/reset time just double click on the time (when timer is stopped), then the time can be changed. In the lower right corner of the browser a note is displayed when the timer finished.

Doesn't actually pop up or make a (noticeable) sound. Maybe it used to work, but it hasn't been updated since 2017. There are other timers.
