why does this even exist? It doesn't even work. Like AT ALL. Its just a random non functioning button taking up space and making it impossible to use Chrome.

It's time saver. But problem is it's can't set the image title. You can set a option for image "Alternative text to image title for pinteret" or image Title attribute to pinterest image title
