Looks like this is an exact same clone as https://chromewebstore.google.com/detail/google-console-bulk-url-r/fiagcnfiappolbdgnepgohenppnohnfi/reviews. I guess it cloned the same defect. I submitted a csv file. The popup disappeared right away. Reopened it. Nothing.
