Show all task from comments in fixed Taskbar window on bottom of page

Show all tasks placed in issue or pull request comments in fixed panel on bottom of window. You can hide done tasks or hide panel. Click on tasks in panel scroll the page to original comment. All setings are saved for each repository in cookie. Feel free to fork my repository, improve code or functions and send pull request me back.
