Show extra warnings in Github when there's an active incident

This extension displays message below the "merge" button on git.rsglab.com. When there's an open warroom incident, the message will turn red. When there's no open incident, the banner is green. The banner automatically refreshes every minute, and when the tab regains focus. The source code for this extension lives at https://git.rsglab.com/jordan-killpack/github-incident-alerts-chrome.
