Removes footnotes in EU legislation and adds banner with link to most recent consolidated version of the legislation

Provides user experience and quality of life improvements for legal professionals and others reading EU legislation on eur-lex.europa.eu, including: - Enhanced readability - automatically removes amendment annotations from legislative text to enhance readability. - Clean copy and paste - hover over a provision, click the "copy" icon, and add the text of the relevant article without needing to remove square brackets, extra line breaks, or other formatting artifacts. - Avoid reading the wrong version - a persistent banner at the top of the page tells you whether you're viewing the most recent consolidated version of that legislation and, if not, provides a link to that latest version. - Deep linking - hover over a provision and click the link icon to provide a link to the heading of the relevant article, chapter, etc., so you can make more precise cross-references in your advice and other documentation.
