This extension is spyware: every time you visit a website, it sends the full URL to their server for who knows what purposes - even for login pages. If they really cared about security, this would use a hashing algorithm like the Safe Browsing API. The extension tries to hide that fact that it's sending out this data by obfuscating the request payload through a series of transformations, including a bitwise XOR (255).
