DoctorN is an all-in-one Chrome extension for Torn. Using the official API, it not only replaces City Watch, but packs a ton of features for optimizing your day-to-day game experience. The usage is very simple: install it from the Chrome Webstore and you're done. If you wish to use the City Watch features, click DoctorN's icon and log in with your API key. The rest of the userscripts-like features don't require a key.
