Does Blur Stay on Page Reload?

Hi Does what I blue stay on page reload, in case I need to refresh or do multiple pages? How do I get the blur to stop? Is there an instruction guide somewhere?

Quick way to clear blurs

I've noticed that once I blur a component of website, everytime a load a page on the website, the full page it's all blurred for a second. Is there a quick way to remove this ? What's the easiest way to purge all the blurs applied website in one click?
