Allocate helper extension to support Chrome

This chrome extension improves the quality of data that Allocate's Albert app collects from Google Chrome. On specified pages this extension simply adds more text to the title of the chrome tab to make that window more informative to you when you're logging your time in Allocate. For example, while in mail.google.com and composing an email, this extension adds the subject to the title of the chrome window.
