Taxes charged on AliExpress

Hello,
Thank you for taking the time to make this help for AliExpress. I have been buying form them for years now & I am confused about an issue which I have only started to see within the last 6 months or so & that is AliExpress sellers charging buyers 'tax'.
I have been unable to find-out what this tax is, what the percentage is supposed to be (I have been charged $1.24 'tax' on a $20.00 womens sweater & $0.79 'tax' on a $109.00 womens sweater and everything in between. From what I was able to find on customs charges there should be no customs charge until the amount reaches $800.00/month. I have never exceeded the duty free so I do not see what I am being taxed for. If this is as one seller claimed, a Chinese 'sales' tax I was not aware they were allowed to charge a sales tax on 'clothing' just as with customs.
If you have any information on this supposed 'tax' I would be very grateful to know what it is as I can not seem to get a straight answer.

"Country*" column is broken

"Country*" column is broken and not showing up. Wheel just continuously spins. It worked at one point, but doesn't anymore.

AliExpress Affiliate Commissions

Can AliExpress Affiliates purchase products from from its own Affiliate site/store and thus 'earn' commissions? Is it against AliExpress Affiliate Program policy? Thank you.
