A timer for jira backlog to assist during planning

The extension will add a timer to the jira backlog so that you can keep track that you're not wasting too much time on one ticket and alert you when the time is up. The timer is visible and big, will change to yellow towards the end of the time and reset itself every time the ticket is changed.
