Screen Shader Dark Theme

Darken browser bar, darken New Tab page, and prevent white screen flash inbetween page loads.

Unlike most other dark themes, this theme changes the background loading color of chrome to a dark color. So when switching tabs instead of seeing a bright white flash, the dark color will be shown instead. This is intended for use with the Screen Shader chrome extension.
